1. The first priority of Colgate University is to provide for the health and safety of its students, faculty, and staff, and of its constituents in the Village of Hamilton and Madison County.
  2. Colgate University functions at its best through in-person, residential education and vibrant faculty research, and a return to this model as rapidly as is feasible is most desirable.
  3. Any decision regarding reopening must be in accordance with local, state, and federal government guidelines effective at the time.
  4. All recommendations made will be in accordance with the latest available scientific and public health data.
  5. We acknowledge that given the lack of a vaccine or effective treatment for COVID-19, any recommendations for in-person instruction must be made in the framework of risk mitigation, not risk avoidance.
  6. Any recommendation to reopen must anticipate that reopening will be able to be sustained for the entire semester, barring any major developments that preclude this possibility.
  7. Plans for reopening must remain as flexible as is feasible, to be able to respond rapidly to changing circumstances.
  8. To the extent feasible, based on the duties of their job/academic program, an individual’s requests for accommodations to protect their, or their family’s, health and safety must be prioritized.
  9. Plans for reopening must prioritize equity for all parties, while recognizing that equity may not be achievable in all cases.
  10. Recommendations for changes to academic instruction must be made in consultation with relevant faculty governance bodies.
  11. Recommendations will be predicated on a Community Code of Conduct for faculty, staff, and students, which must be enforceable with appropriate sanctions, while recognizing that complete compliance is unlikely.
  12. Recommendations cannot be divorced from economic considerations of the Village of Hamilton as well as the surrounding Townships or that of the University’s short- and long-term health.
  13. Clear and efficient communication to all constituents, and transparency in the decision-making process, are vital to a successful reopening.
